Ljubljana has been named Europe’s Best Creative City Destination for 2026, a distinction awarded during the 13th edition of the World Creative Tourism Awards.
Selected from 223 candidates across 28 countries, the Slovenian capital impressed the international jury with a model that integrates creativity into every layer of urban life — from cultural programming and tourism strategy to long‑term city planning.
This recognition positions Ljubljana as one of Europe’s most innovative cultural destinations, and as a city redefining what creative tourism can look like in the 21st century.
Creativity as a Foundation, Not a Slogan
What convinced the jury was the coherence of Ljubljana’s vision. Creativity is not treated as a marketing tool or a seasonal attraction; it is a structural element of the city’s identity. Ljubljana Tourism has strategically placed culture, artistic expression, and everyday creativity at the centre of a sustainable, year‑round tourism strategy.
This approach allows visitors to experience culture as something lived and shared — not as a spectacle staged for tourists. It also reinforces Ljubljana’s reputation as a city where creativity is woven into daily life, shaping public spaces, neighbourhoods, and community dynamics.
A City Powered by Its Creative Ecosystem
Several flagship initiatives illustrate this creative momentum:
- Rog Centre — A modern creative hub housed in a former bicycle factory. Today it hosts maker labs, artist studios, exhibitions, and hands‑on workshops, becoming one of the city’s most emblematic spaces for innovation and community engagement.
- LUV Fest — Ljubljana’s annual festival celebrating the output of its creative industries. The programme spans concerts, opera, dance, exhibitions, and educational workshops, offering a panoramic view of the city’s artistic vitality.
- Cultural districts with distinct identities —
- Soteska (Gorge) hosts the Open Resilience Festival each summer, featuring music, theatre, and contemporary art exhibitions.
- Šiška is home to numerous ateliers, galleries, museums, and some of Ljubljana’s most dynamic cultural venues. These neighbourhoods function as creative micro‑destinations, decentralising tourism and strengthening local life.
This distributed model ensures that creativity is not concentrated in the historic centre but flourishes across the city, offering visitors a more authentic and diverse experience.
Why Ljubljana Stood Out in a Record Edition
The 2026 Creative Tourism Awards marked a record year, with more than 200 cities competing for the top title. Ljubljana distinguished itself through:
- Integration of creativity into long‑term urban development
- A robust festival calendar that animates the city throughout the year
- Strong cooperation with local creators and cultural institutions
- A people‑centred approach that prioritises authenticity and community well‑being
Ljubljana now joins an inspiring group of destinations recognised this year, including Barranquilla, the Vanilla Islands, Belo Horizonte, Bangkok, Barcelos, Tunisia, Budapest, Essaouira, Cannes, and the Charentes Region. Each represents a different facet of the global creative tourism movement, but Ljubljana’s contribution stands out for its consistency, integrity, and community‑driven vision.

Caroline Couret, President of the Creative Tourism Network®, captured this spirit succinctly:
Ljubljana’s strength lies in its active collaboration with local creators, cultural institutions, and neighbourhood communities. The city has developed a rich ecosystem of workshops, participatory events, and immersive storytelling formats that invite visitors to become temporary citizens.
A Leading Voice in Europe’s Creative Tourism Movement
This distinction reinforces Ljubljana’s position as a European leader in creative and cultural tourism, and as a city that continues to inspire through its commitment to sustainability, authenticity, and imagination.
Internationally recognized for its commitment to innovative and responsible tourism, the Creative Tourism Network® continues to champion models that are both creatively enriching and socially empowering. Founded in 2010 with the support of the European Union, the Creative Tourism Network® collaborates with UNESCO, UN Tourism, and numerous national ministries. Its mission is to strengthen the visibility and impact of creative tourism, support local entrepreneurship, and ensure that communities directly benefit from tourism.
In the context of the UN’s International Year of Volunteers for Sustainable Development (2026), the Network will launch new creative volunteering programs, training initiatives, and collaborative projects designed to amplify tourism’s social and cultural impact.
Ljubljana’s example suggests a new direction for European tourism — one where creativity is not an accessory, but a shared resource that enriches both residents and visitors.
