The Patchwork Methodology is a territorial development proposal for creative tourism focusing on small towns. The main idea is to make local actors, especially those citizens and institutions linked to the creative sectors, the protagonists in this development. Thus, it is proposed that, rather than fostering creative tourism, the proposal should be carried out and led by the local agents of a given territory. The result is that activities become more permanent, the products and services offers  shall be linked to the characteristics, wishes and local reality, in order to unite economic development, citizen participation and cultural valuation in the same proposal.

The local community is the main actor in the implementation of the Patchwork Methodology. It confirms that local community has autonomy to define the paths to be followed for the development of creative tourism in its territory. The local community must act from the local diagnosis, through the proposal of activities, formatting of tourist routes and products, as well as the evaluation of them and possible route corrections. The methodology presents a way of making and has, in the professionals involved, facilitators who, from the technical knowledge of the tourism sector and related sectors, can contribute to the destination development. Thus, several activities of training, bechmarking, experiences exchange, various exercises are carried out along the way to generate a solid, reasoned, absorbed and indeed representative proposal for the destination in question.

The tourism activity in general has been worked as an opportunity for economic development for several territories, but for the development of creative tourism, the logic is somewhat different. Creative tourism has very specific characteristics with regard to its scale of production and ways of offering it. It is necessary to work local products, usually on a smaller scale and that are sought after by very specific market niches. Each city has its own history, culture and dynamics. Creative tourism can be a form of diversification and renewal of tourism activity in the most varied destinations, regardless of their size or maturity. However, in observing the small cities, I believe that creative tourism can be a form of increment and differentiation for the tourist activity of these territories, with less possibility of negative impact and generating opportunities of national and international projection and valorization. Therefore, the Patchwork Methodology was created with the focus on small cities, which can be located in any state, country or continent.

What is the value chain created by your project?

Generate a creative tourism development cycle, based on local reality, with citizen participation and autonomy, which will guarantee the interface of the local reality with the technical knowledge of the professionals involved form the basis of the proposal. A methodology that looks at the local reality, in an empathetic way, and seeks a collaborative creation where technical knowledge is as relevant as the local experience. The development of a method in which the local community participates, from the beginning, is much more likely to be successful and lasting precisely because it brings the gaze, feelings, knowledge and exchange of experiences among those involved, especially those who experience that territory every day. O que faz do seu projeto uma referência para o turismo criativo?

A metodologia Patchwork é uma proposta de desenvolvimento territorial do turismo criativo com foco em cidades pequenas. A ideia principal é fazer com que os atores locais, especialmente vinculados aos setores criativos, sejam protagonistas neste desenvolvimento. Assim, propõe-se que, mais do que fomentar o turismo criativo, a proposta seja realizada e liderada pelos agentes locais de determinado território. O resultado é que as atividades se tornem mais perenes, a oferta de produtos e serviços seja realmente vinculada às características, vontades e realidade local, de maneira a unir desenvolvimento econômico, participação cidadã e valorização cultural em uma mesma proposta.

Que tipo de atividades criativas você propõe?

A metodologia Patchwork é uma proposta de desenvolvimento territorial, sendo assim, a oferta de atividades criativas será condizente com as particularidades do território em que a metodologia for implementada. O principal é, a partir do diagnóstico de atividades e setores culturais, bem como as peculiaridades locais, propor atividades que estejam conectadas aos cidadãos e que possam ser apresentadas de forma diferenciada ao turista. A proposta, à exemplo das características das atividades criativas, e que o turista possa vivenciar a cultura local, a partir do exercício de sua própria criatividade, promovendo empatia, troca de experiências e conhecimento mútuos.

Qual é a sua maneira de trabalhar com os habitantes locais?

A comunidade local é o principal ator da implementação da Metodologia Patchwork. A proposta é que a comunidade tenha autonomia para definir os caminhos a serem trilhados para o desenvolvimento do turismo criativo em seu território, desde o diagnóstico local, passando pela proposta de atividades, formatação de roteiros e produtos turísticos, bem como a avaliação dos mesmos e possíveis correções de rota. A metodologia apresenta um modo de fazer e tem nos profissionais envolvidos, facilitadores que, a partir do conhecimento técnico do setor turístico e de setores afins, contribuem no desenvolvimento do projeto, mas é a comunidade local o principal protagonista desta iniciativa. Assim, diversas atividades de treinamento, bechmarking, troca de experiências, exercícios diversos são realizados ao longo do caminho para que seja gerada uma proposta fundamentada, absorvida e de fato representativa para o destino em questão.

Sua proposta pode ser desenvolvida em qualquer tipo de território, país ou continente?

A atividade turística em geral vem sendo trabalhada como uma oportunidade de desenvolvimento econômico para diversos territórios, porém, para desenvolvimento do turismo criativo, a lógica é um pouco diferente. O turismo criativo tem características muito específicas no que diz respeito à sua escala de produção e formas de ofertá-lo. É preciso que sejam trabalhados produtos locais, em geral com menor escala e que são procurados por nichos ainda muito específicos de mercado. Cada cidade possui sua própria história, sua cultura e sua própria dinâmica. O turismo criativo pode ser uma forma de diversificação e de renovação da atividade turística nos mais variados destinos, independente do seu tamanho ou maturidade. Porém, ao observar as pequenas cidades, acredito que o turismo criativo possa ser uma forma de incremento e de diferenciação para a atividade turística destes territórios, com menor possibilidade de impacto negativo e gerando oportunidades de projeção e valorização nacional e internacional. Por isso, a metodologia Patchwork foi criada com o foco em cidades pequenas, cidades estas que podem estar localizadas em qualquer estado, país ou continente.

Qual é a cadeia de valor criada pelo seu projeto?

Gerar um ciclo de desenvolvimento do turismo criativo, a partir da realidade local, com participação cidadã e autonomia para validação dos processos e propostas, que venha a garantir a interface da realidade local com conhecimentos técnicos dos profissionais envolvidos forma a base da proposta. Um projeto que tem o olhar sensível à realidade local, de forma empática e que  busca uma criação colaborativa, onde o conhecimento técnico é tão relevante quanto à experiência de cada um dos atores e acrescida das características do próprio território. O desenvolvimento de um projeto em que, a comunidade local participe desde o começo, tem muito mais chances de perenidade e de êxito exatamente pelo fato de trazer o olhar, os sentimentos, o conhecimento e a troca de experiências entre os envolvidos, principalmente aqueles que vivenciam diariamente aquele território. Por isso, a cadeia de valor gerada pela Metodologia é exatamente o próprio Patchwork, a capacidade de, a partir da junção de retalhos de tecido (indivíduos, atores, instituições locais), criar algo novo, belo e que pertença à todos. Ou seja, é reconhecer que, a partir das características individuais, criar algo coletivo, criar algo permanente, criar algo que orgulhe esta comunidade, criar algo belo.
